DBS (CRIMINAL RECORD) CHECK

As part of the PCO licensing process, TfL requires all applicants to complete an Enhanced DBS Check (previously known as a CRB check). This check is carried out through TfL’s approved service provider and is used to confirm that applicants meet the required safety and character standards for working as a private hire driver in London.At Eastend Training, we help applicants understand and complete the DBS process correctly to avoid delays or mistakes.

CRIMINAL CONVICTIONS & PCO LICENCE APPLICATIONS

Before submitting your PCO licence application, it is important to understand that TfL carefully reviews an applicant’s criminal history as part of the licensing process. TfL’s priority is public safety, and certain convictions or offences may significantly affect the outcome of an application. Applications are unlikely to be approved in situations involving:

  • Serious violent offences such as murder or manslaughter
  • Multiple violent offence convictions within recent years
  • Ongoing custodial or suspended sentences
  • Serious sexual offences or safeguarding-related offences
  • Multiple sexual offence convictions of any type
  • Inclusion on official barred or safeguarding lists
  • Recent or repeated offences related to touting or illegal passenger solicitation

Please note that every application is assessed individually, and this is not a complete list of all factors TfL may consider during the licensing process. To begin your online CRB application, please visit www.online.tmgcrb.co.uk and click on “Register” from the login page. The application process is completed in four simple steps: First, you will be asked to fill in your personal details online. Next, you will use the built-in ID verification tool to select acceptable identification documents. After that, you will be able to print your application form, which will include a unique barcode reference. This printed form must be taken to a participating Post Office for identity verification (a list of approved branches can be found at http://postofficelocations.tmgcrb.co.uk/locations.pdf). Finally, you will complete your payment at the Post Office, which is currently £56.85 and includes the ID verification service. For PH Drivers:

  • General applications
  • Contract work involving vulnerable adults
  • Organisation PIN and Organisation Name (TPH Private Hire – New – Children / Children and Vulnerable Adults)

You may also be required to enter a Secret Word depending on your application type.Please follow the on-screen instructions carefully to complete your submission. Full guidance notes are available at www.tmgcrb.co.uk/tph. As part of your PCO licence application, you will be asked for a reference number. If you complete the online CRB application and opt in for email updates, you will receive an “E Number” by email. If not, you can log back into your application after 3–5 days to retrieve it. This E Number is essential for tracking your application and may be required during later stages of your licensing process.

CRB Paper Application
If you prefer, you also have the option to request a paper-based DBS application pack directly from TMG CRB. You can contact them on 0845 251 5000 or email tphcrb@tmgcrb.co.uk to request the forms. Please note, the paper application process costs £58.85, with an optional £7.15 fee if you choose the form checking service for additional accuracy and support. However, we strongly recommend all applicants complete the online DBS (CRB) check, as it is usually faster, more efficient, and helps avoid unnecessary delays in your PCO licence application process.

CRB (DBS) CHECKS FOR APPLICANTS WHO HAVE LIVED ABROAD

All PCO licence applicants are required to complete an Enhanced DBS (CRB) check, regardless of how long they have lived in the UK (unless exempt under TfL rules). As part of the application, you must declare your full address history for the last 5 years. If you have lived outside the UK for 3 months or more (continuously within the last 3 years), you will need to provide additional information using the TPH/205 form.


🌍 Additional Requirements for Overseas Residence

If applicable, you must include:

  • Exact dates you lived abroad (start and end)
  • Full overseas address details
  • Name of employer (if applicable)
  • Employer contact details (if available)
  • Any convictions or legal issues from that period
  • Clarification of employment or residency status

⚠️ Short holidays or temporary travel do not need to be included.


📄 Certificate of Good Conduct

Applicants who have lived abroad for qualifying periods will also need to obtain a Certificate of Good Conduct from the relevant country. This document confirms your criminal record status outside the UK.

  • It must be obtained from the relevant embassy or authority
  • It may need to be officially translated into English
  • Costs and processing times vary by country
  • Failure to provide this document may delay or prevent your application

⚖️ How Criminal Records Are Assessed

Having a criminal record does not automatically prevent you from obtaining a PCO licence. TfL reviews each case individually, considering:

  • Nature and seriousness of offences
  • Time passed since the offence
  • Circumstances and background
  • Rehabilitation and good behaviour since
  • Driving history and character references

However, serious violent or sexual offences are highly likely to result in refusal.


📄 Using a Previous DBS Check

A previously issued DBS certificate may be accepted only if:

  • It is an Enhanced DBS check, and
  • It was issued within the last 3 months

If either condition is not met, a new DBS check will be required.


🚗 Driving Licence Points

Having penalty points on your driving licence does not automatically disqualify you. TfL will assess:

  • Type of offence
  • Severity of penalty
  • Time since the offence

If unsure, applicants are advised to seek clarification before applying.
