PCO MEDICAL REQUIREMENTS & GUIDANCE

To become a licensed private hire driver in London, TfL requires all applicants to meet the official DVLA Group 2 medical standards. These are the same medical standards used for professional drivers, such as bus and large-vehicle operators, ensuring passenger safety at all times. At Eastend Training, we help make the medical process simple, clear, and stress-free by guiding you through every step.

๐Ÿฉบ What Happens During the Medical Examination?

Your medical assessment must be completed by a registered GP who has access to your medical history. The examination is straightforward and usually takes around 30 minutes. The doctor may assess areas such as:

  • Vision & eye health
  • Diabetes & urine testing
  • Heart and cardiovascular health
  • Neurological conditions
  • Mental health history
  • General physical fitness and mobility

Once completed, the GP will sign and stamp your PHV/204 medical form, which must be included with your PCO application.

โœ… Medical Exemptions

Some applicants may not need to complete a medical form, depending on their existing qualifications or licences. You may qualify for exemption if you:

  • Hold a valid DVLA Group 2 licence
  • Are currently studying โ€œThe Knowledgeโ€ and are under 45
  • Are already licensed as a TfL taxi driver
  • Hold certain professional licences with equivalent medical standards (subject to TfL approval)

๐Ÿ‘๏ธ Vision Requirements

TfL requires applicants to meet the official DVLA Group 2 eyesight standards. Corrective lenses are allowed where appropriate, provided the required visual standard is achieved.

๐Ÿ“… Medical Renewals

  • Applicants aged 45 and over must complete a medical examination at each licence renewal
  • Drivers aged 65 and above may be required to complete yearly medical checks

MEDICAL CONDITIONS THAT MAY AFFECT YOUR PCO APPLICATION

TfL assesses every PCO licence application individually, and medical decisions are based on whether an applicant meets the required DVLA Group 2 medical standards for professional drivers. While having a medical condition does not automatically mean your application will be refused, some conditions may affect your eligibility and require further medical review. Conditions that may impact an application can include:

  • Epilepsy or seizure-related conditions
  • Insulin-treated diabetes
  • Serious vision or eyesight problems
  • Progressive or degenerative illnesses
  • History of alcohol or substance misuse
  • Certain mental health conditions
  • Physical disabilities affecting driving ability
  • Heart or cardiovascular conditions
  • Neurological conditions such as strokes, blackouts, or head injuries
  • Certain prescribed medications that may affect safe driving

Please note that every case is reviewed individually. In some situations, applicants who previously experienced a medical condition may still be considered fit to drive if they have fully recovered and meet the current medical standards. For example, a person who had a stroke in the past may still qualify if there are no remaining symptoms or driving limitations. At Eastend Training, we can help you understand the medical requirements and guide you through the process before submitting your application.

PCO LICENCE & DISABILITY SUPPORT. Becoming a licensed private hire driver is open to everyone, including disabled applicants. At Eastend Training, we believe everyone should have a fair opportunity to complete the PCO application process with the right guidance and support. TfL aims to ensure equal access throughout the licensing and assessment process. However, all applicants must still meet the official DVLA Group 2 medical standards required for professional drivers to ensure public safety.

๐Ÿฉบ Medical Assessment Requirements

As part of your application, you will need to complete a medical examination with your GP. During the appointment, the doctor may assess areas such as:

  • Vision and eyesight
  • Mental health
  • Neurological conditions
  • Physical mobility and musculoskeletal health
  • Cardiovascular health
  • Endocrine conditions such as diabetes

Your GP will then complete and sign the PHV/204 medical form based on whether you meet the required standards.

โš ๏ธ Medical Conditions That May Affect Licensing

Some conditions may require additional review or could affect eligibility, including:

  • Epilepsy
  • Insulin-treated diabetes
  • Serious eyesight issues
  • Progressive medical conditions
  • Alcohol or substance misuse history
  • Certain mental health conditions
  • Physical disabilities affecting driving control
  • Heart conditions
  • Neurological disorders such as strokes or blackouts
  • Certain prescribed medications

Please note that every application is assessed individually, and previous medical conditions do not always mean automatic refusal.

๐Ÿš— Vehicle Adaptations for Disabled Drivers

Some drivers may require specially adapted vehicles to drive safely and comfortably. Depending on medical advice, TfL may require specific adaptations to be fitted and approved. Possible adaptations can include:

  • Hand-operated accelerator or brake controls
  • Steering wheel assistance devices
  • Modified pedal systems
  • Special control panels for lights and indicators

Drivers using adapted vehicles may also need an assessment from a medical professional or specialist driving assessor.

๐Ÿ“ž Before Making Vehicle Adaptations

Before fitting any specialist equipment or modifications, applicants should contact the TfL Licensing Team for guidance and approval requirements. At Eastend Training, we are here to help applicants understand the process clearly and receive the right support throughout their PCO journey.
