WHAT IS THE TOPOGRAPHICAL SKILLS ASSESSMENT?

If you are applying for a PCO licence for the first time, you must demonstrate the required level of topographical skills as part of the TfL licensing process. This assessment is designed to test your ability to read maps, understand routes, and navigate effectively across London. The test mainly focuses on using a London A–Z map book and a Great Britain road atlas, both of which are essential tools for private hire drivers. At Eastend Training, we provide structured one-to-one training and practical support to help applicants prepare confidently for the assessment and improve their chances of passing successfully.

πŸ“˜ WHAT DOES THE ASSESSMENT INCLUDE?

The TfL Topographical Skills Assessment is divided into several key areas:

  • Map reading and route interpretation
  • Finding locations and points of interest
  • Route planning and navigation skills
  • Understanding directions and compass points
  • Road signs, awareness, and driver responsibilities

⚠️ Please note: The assessment is conducted in English, so applicants must be able to read, write, speak, and understand English at a suitable level.

βœ… WHO MAY BE EXEMPT FROM THE TEST?

You may not need to take the topographical assessment if you already meet one of the following conditions:

  • Previously licensed London private hire drivers who already passed the TfL assessment
  • Licensed London taxi (black cab) drivers
  • Professional London tourist guides
  • Individuals with recognised vocational qualifications in passenger transport (such as NVQ or equivalent qualifications)

If you are unsure whether you qualify for an exemption, the team at Eastend Training can help you understand your eligibility and guide you through the next steps.

TOPOGRAPHICAL SKILLS TRAINING & ASSESSMENT

The TfL Topographical Skills Assessment is an important step in the PCO licence process for first-time applicants. The assessment usually takes around 90 minutes and is completed in written English. It is designed to test your map reading, route planning, navigation, and general knowledge of London and surrounding areas. At Eastend Training, we provide structured one-to-one preparation sessions to help you understand the assessment format clearly and build the confidence needed to pass successfully.

πŸ“˜ Assessment Overview

TfL requires all applicants to demonstrate an appropriate level of:

  • Knowledge of London and surrounding areas
  • Route planning and navigation skills
  • General topographical understanding
  • Map reading ability and directional awareness

The assessment is divided into five main modules, each testing different practical skills required for working as a private hire driver in London.

Assessment Modules

πŸ—ΊοΈ Module 1 – Map Reading Skills

This section tests your ability to read and understand maps accurately, including identifying locations and using references correctly.

πŸ“ Module 2 – Local Route Selection

You will be asked to:

  • Find pick-up and drop-off locations
  • Identify map pages and references
  • Plot routes between addresses using a map or atlas
  • Name the nearest stations to the selected locations

πŸš– Module 3 – Intermediate Route Selection

This module focuses on longer London-based routes and includes:

  • Finding locations using map references
  • Planning and demonstrating routes
  • Identifying postal districts and local areas travelled through during the journey

πŸ›£οΈ Module 4 – Long Distance Route Planning

You will complete route planning tasks involving destinations outside central London and across South East England. Applicants may need to:

  • Plan routes between locations
  • Identify key motorways and major roads used during the journey
  • Demonstrate understanding of longer-distance travel routes

🌍 Module 5 – General Topographical Knowledge

This section tests your general knowledge without using a map. You should understand:

  • The four compass directions: North, South, East, and West
  • Counties surrounding London, such as Kent, Essex, Surrey, and Hertfordshire
  • Major motorways connected to the M25 (M1, M4, M11, M20, etc.)
  • Directions and motorway routes to major UK cities and towns

Example:

  • Which motorway is commonly used to travel to Leeds? β†’ M1
  • In which direction is Manchester from London? β†’ North-West
