HOW YOUR PCO APPLICATION IS ASSESSED
Once you submit your application, Transport for London (TfL) will review your documents in detail to determine whether you are considered “fit and proper” to hold a Private Hire (PCO) licence. Their Licensing Team carefully checks your background, documentation, and compliance with all requirements in line with official TfL guidelines. 📬 HOW TO SUBMIT YOUR APPLICATION
There are several ways to send your completed application to TfL:
- Direct Postal Submission
You can send your full application using the pre-addressed envelope included in your pack. Ensure all documents are correctly completed and enclosed, and include payment details for the application fee.

💷 APPLICATION COST BREAKDOWN
Your total application cost is made up of three main parts:
- Enhanced DBS (CRB) Check: approx. £56.85 (paid to TMG CRB)
- Licence Application Fee (non-refundable): £150
- Grant of Licence Fee: £100
Payments can usually be made via debit/credit card or through approved Post Office services, depending on your submission method.
⏳ PROCESSING TIME
On average, TfL takes around 12 to 16 weeks to process a PCO licence application, depending on background checks and document accuracy.

❗ IF YOUR APPLICATION IS REFUSED
If TfL refuses your application, you will receive a written explanation including the reason for refusal and your right to appeal. You normally have 21 days to submit an appeal if you choose to challenge the decision. Please note that some fees may be non-refundable depending on the outcome, and unsuccessful appeals may involve additional costs.
