WHAT HAPPENS IF YOUR PCO LICENCE APPLICATION IS REFUSED?

If your PCO licence application is refused, Transport for London (TfL) will inform you in writing. The decision letter will clearly explain the outcome and provide important details, including:

  • Confirmation that your application has been refused
  • The specific reasons for the refusal
  • Information about your right to appeal the decision
  • Instructions on how to submit an appeal and the deadline

It is very important to read this letter carefully. If you believe there has been an error or you can provide additional information, you should submit your appeal as soon as possible. In most cases, you have 21 days to appeal a TfL decision.


❓ WHY APPLICATIONS GET REFUSED

There are several reasons why a PCO application may not be approved, including:

  • Not meeting basic eligibility requirements (for example, age or driving experience)
  • Concerns raised from medical examination results
  • Issues identified during the DBS (criminal record) check
  • Missing or incorrect information on application forms
  • Failure to meet TfL’s “fit and proper” person standard

💷 WHAT HAPPENS TO YOUR FEES?

If your application is refused and the decision is upheld after appeal, you will only receive a partial refund. Typically:

  • Only the grant of licence fee (£100) may be refunded
  • The application fee (£150) is non-refundable
  • DBS and medical costs are also non-refundable

PCO LICENCE RENEWAL GUIDE

Your PCO licence allows you to work as a private hire driver in London and is typically valid for 3 years. It is important to keep track of your expiry date and start the renewal process on time to avoid any interruption in your ability to work. TfL usually sends a renewal pack 4–6 weeks before your licence expires, giving you time to complete and return your application. Most details will already be pre-filled, but you must carefully check everything before submission.


📋 IMPORTANT RENEWAL REQUIREMENTS

When renewing your licence, you must ensure the following steps are completed:

  • Carefully read and sign all declarations
  • Submit your renewal application before your current licence expires
  • Pay both the application fee and licence renewal fee
  • Complete a new Enhanced DBS (CRB) check (valid for only 3 months)
  • Undergo a new medical examination if required
  • Ensure all personal and licence details are accurate and up to date

Drivers holding an EC/EEA licence may also be required to obtain a GB counterpart before renewal is fully completed.


⏳ WHEN WILL YOU RECEIVE YOUR NEW LICENCE?

If your renewal application is completed correctly and there are no issues, your new licence will usually be issued before your current one expires, allowing you to continue working without interruption.


⚠️ IF YOU MISS YOUR RENEWAL DEADLINE

If you submit your renewal application after your licence has expired:

  • There is no guarantee of immediate re-issue
  • You may need to wait until all checks (including DBS) are completed
  • Your new licence will only be valid from the date of issue, not the previous expiry date
  • If more than 3 months late, you may be treated as a new applicant
  • This may require a new medical and full reapplication process
  • You must stop working immediately until a new licence is granted
